Select the area to work on, let it go, and then drag it over to the area you want to fill with, which seems to match the texture.
It works destructively and can not be used for non destructive editing on a blank layer, which the Healing Brush can.
Although you can not use this on another layer and change the strength of the effect by changing the opacity of the layer, the effect can be faded while it is still selected by using the Fade Control (SHIFT + CTRL + F).
The Patch Tool can be used for skin smoothing for uneven tones in the face of a portrait. However Pratik Naik does not use it to remove skin blemishes as it selects too large an area of skin and leaves a hard edge.
